You have to recover access to the Xbox account by speaking to Xbox. If Microsoft/Xbox cannot or will not give you back the account then you're stuck with the hacked account linked and the person with it having access to your Bungie account. Further Bungie do not offer transferring of progression to a different platform account regardless of the reason for it being requested.
