So i have good news for a guaranteed fix, basically you have to reinstall windows and make sure you keep your files so nothing gets deleted except your apps. And i can assure you 100% it will fix it. Thats what i did and it worked now finally playing on steam without any problems. I tried everything and this is the only thing that worked. I know its tough but you only have to reinstall the apps so all your files will stay after you reinstall windows if you select keep your files.
