They only work on Forsaken Exotics from the 'Monument of Lost Lights' vendor. There should be a Forsaken tab there.

Three (3) Forsaken Ciphers can be found in the Forsaken section of the Monument of Lost Lights Exotic Archive in the Tower. They can be used to purchase any Forsaken Exotic weapon in the Archive. If all Exotic weapons have been purchased, the Ciphers can be turned in for an Ascendant Shard You need forsaken pack , but I guess you know that
