I had a cipher on me that I was saving because I am trying to get old exotics from the monument and needed more materials+glimmer to get one. I went to xur and forgot that I completed his quest and it was ready for turn in, it forced me to complete it and it didn't give me another cipher or send it to my postmaster. So I think Xur jipped me on my cipher and is there anyway to get help with this?
