I literally got 4 vanguard helmets in a row all of which were 4 levels under the level my helmet is

But were all 4 of them above your max overall power level? I've had "Powerful Gear" drops that were 6 or 7 points lower than the gear that was currently equipped in that slot. They did happen to be one point higher than my overall level though. :( That's just how the system is currently set up right now. When it really starts to suck is when you only have that one piece left that is low. And you get everything else. I was stuck with a chest on my Warlock that was 11 points below my my overall. Kept getting other gear. Last night RNG shined on me with a chest piece in Dreaming City though.
