The recent Edge article pretty much confirmed that destiny 2 was originally planned to come out fall of this year. But in late 2015 early 2016 bungie decided that they needed more time to get destiny 2 to where they want it. So they got together a team to create RoI to hold over the extra year until destiny 2 releases next year. My guess is that the contract with sony says that the exclusives would stay exclusive to playstation until destiny 2 launched. Since bungie originally planned to release destiny 2 this fall the exclusives would have been released on xbox a year after ttk. But now that destiny 2 will be next year bungie can't release the exclusives on xbox.

Honestly, at this point, I think Xboners will be upset if Bungie says anything or doesn't. Bungie said 'At Least' 2016, so they haven't lied or been dishonest at all. This is just frustrated fanboys struggling to justify their purchases on both sides.
