Whether it should or shouldn't be, it won't be, because it isn't on Bungies list of bannable issues.

 • Bungie has banned people over similar offences. Using a glitch to cheat is very bannable.

 • Oh, you will? Here you go, keyboard warrior: http://www.gamefaqs.com/boards/704532-destiny/70536162?page=1 https://m.reddit.com/r/DestinyTheGame/comments/2lpnds/cheatps4_heavy_ammo_at_the_start_of_a_crucible/ http://www.gamefaqs.com/boards/704532-destiny/70536481

 • Ah, cool, you can only use one example. Well, let's post what WILL get you banned:
Q: What behaviors can lead Bungie to apply account restrictions or bans to a user? Bungie regards the following behavior to be in breach of the license agreement that governs Destiny, and therefore potentially subject to access restrictions: Connecting to the Destiny game service with any of the following: Modified game software Modified game assets Modified console hardware Modified console firmware Using an external program to modify the operation of the Destiny game software (trainer or mod) Using an external program or device to automate gameplay or circumvent idle detection Modification or interruption of Destiny network traffic with intent to disrupt other players’ experiences or to gain advantage in the game Intentionally deriving gameplay benefit from another user’s behavior in the above categories Unauthorized access to Destiny software or downloadable content (game piracy) Impersonating a Bungie, Microsoft, Sony, or Activision employee
Now, let's explain how the heavy ammo glitch actually worked: before you ported into a match in PvP , you would go out of the game and change the time on your Playstation.. That is actively modifying game assets. It involves external changes that impact the game. Pretty simple. Now, read those rules--- where does it say that using poor code to your advantage is against the rules?

 • Oh? What about backing out during a loading screen? That's hardly modifying game assets.

 •
Modification or interruption of Destiny network traffic with intent to disrupt other players’ experiences or to gain advantage in the game
Yeah, keep 'em coming.

 • That's not really network traffic. Interruption of network traffic is messing with your Internet, like lag switching.

 • You literally could not interrupt network traffic any more than leaving matchmaking completely.
