It's too challenging is the short answer. Low mags, slow reload times, short range, none of those stack up to fit the diverse enemy waves like combos of snipers and suicide mobs. It's possible to run shotgun in pve with the right setups, but the vast majority of players don't have a setup that compliments that play style.
