Every once and awhile, I've noticed utility Kickstart not consuming my armour charge and granting no bonus ability energy even with 4 charges. That leads me to believe that all kickstart mods are occasionally not consuming charge and giving the bonus. I'm on an Xbox series X if that info is helpful.
