It's a concept painting. It means nothing about the game. This is literally the first thing the game makers do before they figure out the story or anything... If is just an artists idea.

No. That's not always true. At all. Yes they may sketch a few ideas before hand, but the creative writers work out a story and the artist help bring those ideas written on paper to life to get an idea of what's things will look like. This could easily be in the game.

Pretty sure this was shown at GDC when the general idea of races were pretty solid. I just think that Bungie is hiding the darkness from us for a surprise. After all, the Flood wouldn't have been as awesome if Bungie told us they were coming.
