I'm betting that this weapon's upgrade tree is the same one mentioned by Urk in one of his earlier interviews. He'd mentioned that some weapons would have branching trees that, depending on which option you choose, would result what effectively amounts to a completely different weapon. The level of customization being attributed to the Arcus Regime (or Destiny's AR) strongly suggests this as a possibility.
