Why don't schools take bullying seriously?

>Nothing happens
>Victim doesn't bother to seek help since school doesn't offer help
>Gets worse
>Suicide
>"OH KNOW WE ARE SO SORRY FOR THIS HAPPENING IF ONLY IT COULD HAVE BEEN STOPPED"

Society as a whole ignores bullying, I do a lot of community work and Domestic Violence is a big issue but the majority of people (Police included) couldn't care less about it. As if someone getting their arse kicked daily in the one place they're supposed to be safe is acceptable.
