Under Pressure, High-impact Reserves, and Closing time are terrible on primary weapons. You have to actively drain half your mag for the perks to kick in and risks you having to reload in the middle of a fight if you miss. Meanwhile, special weapons get the most benefit from these perks since they start at the last shot in the mag. My suggested change is to have the perk start after the first shot in the mag and gradually give the stats every 1% of the mag. The benefits are the same stats but they are stretched out more across the entire mag instead of just half where you have to dump the other half to receive the stats.

You'd have to have a magazine of 100 for that 1% of the mag to work. I would suggest for every 10% of the mag, you get 20% of the effect. This way, you would get some effect at the beginning of the magazine, which grows progressively, until you reach 50% of the magazine, at which point, you would be receiving the full effect of the perk.
