The more difficult the activity the more ammo economy on your weapons matters. Not having ammo is tough I totally agree. But you can mitigate the issue with exotic armor or mods like special finisher. Using the ammo finder mods on weapons as well is surprisingly helpful.

Stop running double special for everything. Especially 2 special weapons that have low ammo economy. It's not bungie's fault you intentionally make the choice to use 2 weapons that get next to no ammo due to them sharing the same ammo type.
