Make shotguns into power weapons

The shotgun is over powered as an energy weapon its a oneshot weapon like all POWER WEAPONS.

Sniper is OHK to the head. Fusion is OHK. And shotguns (at least for me) are wildly inconsistent and almost neverOHK.
