Below is my list of suggestions:
1) What if they just removed Firebolt Grenades and replaced it with a Solar version of Spike Grenade? Firebolts have and always will be trash in PVE so that isn't a concern. They still cannot have 2 Grenades and touch of flame if this change were implemented. So, they'd have either 1 really strong Solar Spike Grenade that places the DOT or two that won't. Wouldn't be game breaking.
2) Song of Flame should be a passive buff while radiance is active, always. Also, give it a visual. Perhaps a circle of fire which follows the Sunsinger?
3) As a result of Song of Flame being removed and made passive. Offer a new perk which decreases melee cool down while radiance is active.
4) Solar Wind should be an Frontal Cone AOE knock back with a slight range boost.
5) Brimstone should also give the Sunsinger a moderate temporary boost to armor on kills with the explosion.
6) Radiant Skin should be given a slight buff to shield
7) Return Flame Shield back to former glory. Warlocks excel at melee. Deal with it.
8) Sunburst should be changed so that there's a % chance to generate an orb from any solar ability kill.

I like a lot of these ideas, but I'd like to edit a bit. Pre-nerf, firebolts were a sunsinger's bread and butter with or without burn. Taking those away and replacing them with a spike grenade clone isn't an amazing idea. Spikes are pretty underpowered and firebolts have great potential. I'd focus on buffing firebolts instead of replacing them. Your ideas for the melees are pretty solid, but poss not fully unnerf flame shield. Maybe just increase the recharge time a bit more. It's still a powerful option. I've been a long-time supporter of Song of Flame buffs so I like the idea of making it passive. Maybe they could keep the current slot as an increase to effectiveness of the buff; everyone would always get the buff form base radiance, but by selecting the SoF perk, you increase the potency. This way sunsingers have to choose between being tanky and therefore difficult to unbuff their team, or they're easier to kill but with a higher team-wide damage potential. Also adding a visual is an absolute must. It's impossible to use SoF effectively with randoms and that would make it so much better. We need to keep this dialogue about sunsingers open. I was ok with the changes to viking funeral but since then they've been a lot weaker. I hope bungie is listening to topics like this. Good work, my dude.
