Noticed something odd about my new y2 Lord of Wolves after fully upgrading all nodes, it still has a green xp bar, and no yellow border to indicate completion. y1 version doesn't do this. So, progress bar glitch? or some timelocked Hidden Perk node on the y2 version? Or maybe its light based, like the crota swords adding new nodes? Maybe some hidden accomplishment related to the new PoE Challenges? or its just a glitch... this is Bungie after all
