It's because sniping is a good way to keep your kd. shotgunning is more likely to get you killed than get you kills.

But what's so important about a k/d.

A lot of people base your opinions on your classes and stats, if you post something about the crucible, and you have a 0.66 k/d most of the replies are going to be "Says the guy who can't keep a 1.0 k/d". Also if you want to get into a group to go flawless in trials they ask for you to have a good k/d. Personally I'd rather not have my k/d drop below 1.0 because somebody on the forums said sniping is ruining the game.
