When will the first firewall be back up so I can get my sleeper? -___-

It's not a daily heroic. You have to have at least four of the fusion rifle relics and then the mission will pop up on Earth, From there, you get the Sleeper quest.

Rumor is that's its going to be the 7th of each month. I have four and missed the quest due to switching ISP.
