The thing you fail to realize is the IB gear usually has great pvp perks as opposed to raid gear that has good pve perks. For example the raid gear give bonus such as extra orbs on a taken gernade kill but in pvp that's useless so you want something like increased melee speed or more gernade energy from melee hits etc.
