Seriously, if Batman is such a problem, just go to a different city. Sure, it'd cost a lot to move their operations and to get the police force and local powers under their dime, but that's called a capital investment. Another relevant economics term is "opportunity cost", or the cost of doing one action instead of another. In this case, the mobs lose millions of dollars on current capital and on profits by having their plots foiled and their henchmen killed/arrested, and nevermind the fees of hiring lawyers and bribing policemen to keep their heads down.
I propose that the mob and all of their supervillain associates take up residence in somewhere like New York, Las Vegas, San Francisco, Seattle, etc. Anywhere is better than a place haunted by an infinitely rich and clever do-gooder.

They wouldn't up-and-leave because of a guy in a mask either. They didn't ever view him as a threat. Even in The Dark Knight, the mob had a bigger problem with the Joker than Batman. The only people who really bothered with Batman were the League of Shadows and the Joker. EDIT: Grammar

Besides Carmine Falcone died pretty early in Batman's career in the comics verse and a similar thing happened in the Christopher Nolan movies where they were taken down pretty quickly thanks to Harvey Dents god-tier lawyering.

Even though there is a ton of crime, Waynecorp is based there, along with many large banks and numerous smaller enterprises. Sure, you might get attacked by the Batfamily, but if your heist works, you will be rolling in money for years to come. In addition, everyone in the Batfamily is just a plain old human. They are speedsters, they don't have a power ring, they aren't from Krypton, they are just humans. Some gangs are probably willing to bet that they can get lucky, and kill the Batfamily. Other gangs have businesses in the city. Penguin can't leave Gotham, he has the Iceberg casino to run. On the other hand, Joker just killed pretty much every mob lieutenant, so there is going to be a huge effort to kill the Joker. Also, the Batfamily consists of Batman, Nightwing, Red Hood, Batgirl, Red Robin, the Birds of Prey (3 members), Robin, Batman Inc. (various members), and Batwoman. Of those 10, Red Hood, Red Robin, Birds of Prey, and (sometimes) Batwoman travel around, with members of Batman Inc. staying in their respective cities. Only Batman, Robin, Nightwing, and Batgirl are in Gotham city with any regularity. That is four people for an entire city. They can't stop everyone.

They would have to do battle with the criminals in the other cities. As it is they were on their last legs anyway working out how to fight against the Batman. The whole infrastructural was so corrupt that it would take more than a year or two of Batman being around for the mob to give up.

Because the mobs OWNED Gotham. They were in control. Essentially from their eyes, it's like they were homeowners. One small roach just entered the house. What would you do? Move out? Hell no you ignore it til it becomes a problem then you try to take care of it. Only at the last minute will you sell the house and leave - which the mob couldn't do because of the Dent Act enacted very quickly to take down almost all the organized crime in Gotham - else they probably would have started moving.

Maybe Batman [i]isn't[/i] such a problem? Maybe with such an incomptent/corrupt police system and large amount of crime, Batman can't keep up with all the illegal activity? You know, while Batman is dealing with the Joker, there's a dozen other criminal activities being successfully pulled off?
