Sounds like the player is the problem, not the weapon roll.
Ghalran meta is swords
Caital, does not move
Caretaker does not move if you decide to be bold and rocket him.
Rhulk is easy to hit as long as you don't fire just before he charges.
If kings fall comes back
Warpriest stays put and is big
Golgoroth won't be rocketed
Sisters stay put
If wrath comes back
Vosik does not move enough to warrant tracking.
Aksis is both huge and stunned during damage so you can't miss.
In all current endgame pursuits, the boss stands still or has a better option than rockets. There is no place where tracking is a better choice.
Even champions stand still when you stun them so tracking isn't needed.
The extra rocket and free reload speed boost from field prep is just better than tracking.

Champions move and teleport etc. tracking > field prep
