If someone was using his account, then Bungie still has the right to ban the account (regardless of who is actually playing on it). So no, he should NOT submit a 3rd appeal, as he’s already been warned not to. Also, he wasn’t “hacked” as you claim, since even your friend admitted to letting others play on his account.
