Exotics are... Well exotic because they are unique and look unique. They look like they do because they need to stand out. Shaders might be able to be added to them as you can see when looking at Shaders that they apply but honestly it's shouldn't happen. Exotics need to be unique and more importantly... The same. Because that's what they look like in universe and ornaments change that based on whatever theme its going for. Take one of my favourite exotics. Sturm. Looks like a old broom handle mauser... A refrence to firefly. Looks very unique. The ornaments change it to be a more updated tech wise version. A more modified one And one that's been left to the elements for centuries.
