I shouldn't be standing 40 meters away and get one shot by an erentil. It's -blam!-. Also, only allow one scavenger perk to be equipped at a time. Picking up 2 shots for each brick is more than enough, but with the new armour system you can have 3 scavenger perks (aka 4 shots per brick). I miss the time when special weapons weren't a thing and the winner of the gunfight was determined by who was the better shot, not who has more special ammo or who's shutgun/fusion has the most range.
