I only have one character and my lumina quest got deleted by my kid accidentally I go back and can not find it

This is why we need a abandon quest kiosk so we can pick up quest that accidentally get a abandoned. So there isn’t a way to require the quest, without going to another character to start it? Or is it account or character based quest.
