Not even close. It is probably the best it's ever been. Is there anyone here that even remembers the 2 shot thorn, or the ADS 2 shot TLW? Or the fact that you used to spawn with 12 shotgun/sniper shots and picked up 6+ every special drop? Or the fact that Heavy ammo spawned twice a game, and that when you killed an enemy with heavy, they dropped heavy ammo for you to use? Or even the fact that Blink shotgun used to be the biggest plague in Destiny? Or the fact that Hammers used to be feared? You heard "clank" and you ran. Or the fact that bladedancers used to be the best subclass in the game? When it comes to red bar... that's a "case by case" problem. I've not noticed any increase in lag then there has been day 1. Spawns are a bit questionable.. but has always been like that especially in Rift. Destiny's PvP, is about as balanced as it has ever been right now. I'm seeing all kinds of weapons around. Kind of crazy how people think this is the worst. Just because you've been around for the current state of PvP, doesn't mean you can decide if it's in its worst state "ever". Not even close to being close.
