Not really. I have a Shadow Price with the ORES, Rangefinder, and Smallbore (60 range, 70 stability) and hits at Scout Rifle ranges. Also have a Answering Chord with Perfect Balance, Smallbore, and Unflinching, a Hawksaw with Perfect Balance, Full auto, and Rifled Barrel, that Conspiracy Theory that is clearly better than the vendor roll, a Hung Jury from before March that wrecks in PvE, and some others I don't care to mention now. Deal breaker isn't all that great except the fact it can get Counterbalace and Crowd Control at the same time. Statwise my Shadow Price is way better, especially if it had Counterbalance too. The only reason some weapon have great rolls is because they aren't so great to begin with, usually having lower stats that rarer guns.
