I think that was his point. Every other class has something they can do that makes them faster than a hunter. And it shows up a lot in PVP where a Titan can traverse a whole map in seconds while Twilight-Titan-Skate-Shoulder-Charging. A hunter doesn't have Shade Step+Fast Forward Momentum+Skating but they're supposed to be the fastest. It really doesn't make much sense if you think about it. Run speed? Who cares if they have a Superman Vest and Three ways to move faster that can be chained together.
