You obviously weren't here in the beginning otherwise you would know they offered anybody who bought destiny on last gen and switched to current gen before January of 2015 got the game on current gen for free. I don't really know what you mean by the sandbox team is a part of the PvP team. The sandbox is literally everything in destiny, from the UI to gear to places we can go to in game. Bungie didn't try to hide anything by blaming last gen power. It's very well known that last gen consoles can't handle as much as current gen can.
