This is my opinion. Year one was nothing but, cut content sold back to us. I could be wrong but, what company releases a game and not even a month after release they announce that they have started on Destiny 2. So in my opinion everything up to and including SRL was all cut from the original game period.
Then they announce that there will be no dlc's or expansions until Destiny 2 comes out. So would Destiny 2 be either the vex or cabal expansions they cancelled for TTK or could it be both?

They used cut content as DLC and haven't created any new DLC because of working on Destiny 2. Everfything you have said is true.
