Probably Sign of the Elders or Sign of the Founders. Every now and then I will equip one of those since I never see anyone with either.

Hm, looks like you can purchase them from Eva levante now. I suppose the cryptarch package ones are probably the rarest of the currently attainable by all emblems. I've never seen anyone with spectrum theory. Also I have this one on my hunter, "Our Kingdom". Not sure how rare it is but I don't see many people using it. Not that that means it's rare. It would be kind of a neat data point to see the unlock percentage of shaders and emblems though. I wonder if that's eve tracked anywhere.
