You didn't feel you needed/wanted them or didn't have the money to do so.

I regret not getting the collectors edition of the base game, and I wanted the physical swag that comes with it + the cosmetic content. I figure I can sell on the codes for the base game + other 2 DLCs, but even if I can't, oh well. It's a pretty paltry amount of money in the grand scheme of things.
