Hey there, did you charge it up fully first? The reticle has a semi circle under the crosshair, and this fills up in a brighter red when you get ranged weapon kills with it. Once you get about six kills with it, you then hold the reload button (the shape of the weapon head will change a bit) and the next shot will deploy the turret.
