I've met him 2 or 3 times, one tough SOB.
and yeah, he's not named in the game or anything, he's just a "regular" vandal but glitched to have a huge amount of hit points.

I remeber when I was on my hunter, found him and a shank... My hunter was level 22, and I swear he had more health than the 36 captain you kill in 35 PoE as an important target.
