Even though the city is actually walled off. Titans built it and defended it sorta like the Garrison Regiment. Warlocks seek knowledge and sorta acts like the MPs (cuz the trench coat and armband XD) and the Hunters are like the Scouting Legion. They venture with little to no armor & equipment into the wilderness XD
