NPC in the North Tower sells shaders. Also the Factions sell shaders. There is a Hall of Guardians we haven't seen yet, so perhaps there will other option in there.

Bungie has also talkt at one point about possibly adding vanity armour slots, if so you can get your favourite colour and keep your favourite looks, without sacrificing stats.
