Ok but please explain how am I supposed to provide a government photo Id for a person that's not 18. It doesn't exist where I am until they turn 18

Dead easy, a passport. Passports exist everywhere, regardless of age. Problem solved. -
I think it's absolutely ridiculous that you would need a passport to play a video game. Let's be real for a second here...150 bucks just to play???

Nobody said you needed a passport just to play a video game. You asked how you can get ID for a child, I gave you an example. Also, you don't need to do this if your child only wants to play the game. They can play the game as normal, but they will likely be restriction from communication to protect the child. If you're not happy with age of digital consent laws, then I suggest you take it up with your local government. Bungie is legally required to comply with such laws. Nothing Bungie can do about that. Your anger is directed at the wrong people, take it up with your government. No, it's not. Other video games have similar policies as well. How they enforce the age of digital consent laws on their services, it's up to each individual developer. As I said, take issues up with your local government. It's them who make such laws, not the game developers.
