Is there really no factor for this? Just doesn't make any sense. He has no opportunity to get limited gear. He is literally on a naval vessel in the middle of nowhere.

You wouldn't be here if you didn't think there was a chance of being caught doing something wrong..... I don't believe Bungie has any exceptions for soldiers on patrol duty.
