General rule of thumb...if you have to ask, it probably isn't allowed. Macros that circumvent actual inputs by human hands are not allowed(gameplay wise).

I've seen people say that stuff like buying materials from vendors are allowed, but modifying your aim isn't, so I wonder where skating would fit, since it's not something that impacts into other people's gameplay, except if I was doing a Speedrun

Movement is gameplay. Unless you're using it to move around the Tower it's frowned upon. It's not so much about how it impacts others, as it is whether it gives you an unfair advantage. It clearly does.
