Personally I love it... 1060 gear can still be used in the game, just not in the new raid, nightfalls or high level lost sector. I imagine as the next few seasons launch and more gear is introduced, the older loot pool will be removed 🤷♂️ The entire destiny story doesn't make sense, so just roll with it. The delay for d3 will most likely regarding next gen consoles. I suspect they want to develop the game for next gen and PC only to avoid what happened in D1 where the game was essentially limited, to allow for PS3 and Xbox. They can only do this once the next gen consoles have properly saturated the market...
