I noticed these same exact things while playing today. It makes the gauntlets feel very inconsistent.
Also, I was wondering if I was crazy or the melee regen doesn't work. Sometimes it looks like it is, other times it doesn't. Very cool exotic, but very inconsistent.

I have also noticed that it sometimes does not apply the effecct with a direct melee hit.
