Realistically this is probably a benefit to most players.
Let's be honest, most people don't do every weekly bounty on every character, every week..
I'm sure some do, and this will be a negative for them.

If it benefits the majority then keeping the bounty rewards at where they are wont affect the majority anyways so why change it? Keep the changes and the bounty rewards and its a win win for everyone. Worst outcome is a minority of players get a couple extra cosmetics for the time they put into grinding for them.
