I think we need to be careful when suggesting systems like these become universal. We had that same idea when weapon bounties came out and we quickly became sick of it. Loot should be earned in diverse ways, this creates subtle depth and prevents the game from becoming robotic and transactional. Having multiple systems in harmony is better than having one system make the game one-dimensional.

As an add-on: That doesn’t mean that vendors need to stay necessarily the same. They can bring back the choosing armor or weapon feature perhaps, or completely revise how vendors hand out loot (reputation system? Something else perhaps?), but it is important that we don’t have as much agency as Umbral Engrams everywhere—it is good only in small doses.
