Probably, at least for a while. Pvp is a special case because it's all pretty much about the same characteristics that make weapons good. So there's much more likely to be a few weapons that are just better than everything else because they have the best set of those characteristics. It can't be easy to come up with different perk combinations to motivate people to use different guns. Of course changing the sandbox or nerfing can change the meta, but that's not really the same thing. The best players will always use the best guns, with the best perks, that specifically work well for pvp, they can find. And everyone else does too. Eventually the current favorites might be replaced, but my guess is that it's going to take a while.
