Forges/armory available without forsaken, but not exotics?
I pre-ordered shadowkeep on PC. The deal was that it comes with the content of black armory. SO WHY, BUNGIE, ARE THE EXOTIC QUESTS FOR BLACK ARMORY CONTENT LOCKED BY A DLC WHICH THEY DO NOT PERTAIN TO?
