Simply put, Bungie cannot access that account to remove it. Though I’m curious as to how these accounts get linked in the first place, but I’ll chalk that up to the wonders of tech glitches...
Your best bet at this point: Create a throwaway account for PSN or Xbox or Battle.net, link that account to your current Bungie profile, login to Bungie.net with the throwaway account info, unlink all of your desired accounts, and then create a new Bungie profile to link your actual accounts to. If you ever claimed any emblems through Bungie.net you would lose access to them, but that’s better than losing out on full account access for cross-save.
Sometimes you just need to be creative to solve things. Hope this helps you get your accounts sorted.

I've actually considered doing that, the reason I can't though is because the unlink button for my Xbox account (my main account), is blacked out. This is an extremely screwed up situation though. This "safety feature" does nothing but make me want to deal with Bungie less, which makes me sad because I enjoy Destiny 2 and was looking forward to cross saving to PC.

Link a dummy Blizzard account to yours, then log out of Bungie.net and then log in with that account. Then you can unlink your Xbox account. You cannot unlink the account that you're currently logged in with, and that's why you cannot unlink the Xbox account while you're logged in with those credentials.

Holy ****, you're a lifesaver, I didn't know that was a thing. I just assumed because I made the account using my Xbox account, it wouldn't let me unlink the account. Why couldn't Bungie just have made it easy and informed me of this fact in their response, like, this is an actual solution. I can't thank you enough!

Glad to help. it may have just been a misreading. There's been a lot of people lately who are dealing with the same issue except it's because they have very old accounts linked and they just don't remember the login information or they lost access to the emails, etc, and a few of them have actually thought it was someone else's account and not actually their own until they contacted the company only to find out it was an old account they used to use.

Thanks man, I'm sad to have lost all my years on the site, but like, I've now been able to activate Cross Save, and honestly that's way more important than my profile saying "Joined 6 years ago".

You also lost any emblems from codes you redeemed on that account. Emblems from codes are attached to the Bungie.net profile not your Gamertags.

Yeah, I understand that. That's one of the main reason why I make sure to keep a consistent username for games, it just gets annoying if you've got like 17 different usernames.
