License Transfer from Xbox to PC

Is there a way to License transfer to PC from Xbox? I intend to move to PC after Shadowkeep but don't want to lose the Forsaken and current annual pass content.

License do not transfer from platform to platform. You would need to buy it on pc to play it on pc.
