They cannot roll anything back. You would need to recover it via the directions in the article

I tried recovering it that way and it made a new account, the one I'm on now any time I try and log into my xbox account it puts me on this one D:

The one you are on now is a brand new account. You have to follow the steps very closely, and it should offer you the old account if you are using the log in that was used for it.

If it has been orphaned for more than 90 days it cannot be recovered

no this happend today, I unlinked my xbox live account from my battlenet account and now my xbox live account and bungie account are disconnected meaning I cant login to my Bungie account. When I try and sign back in it sends me to this new account, it says this account i'm on was made today but I have history for 2017 lol if you look at my game history xD but that's from my old account soooo yeah... lol

I've done all of this already when I recover my account with my old credentials it sends me to this one again.
