It should be XP based. Masterwork level increases the more you use it. I think that’s how it was originally introduced. It should be this way. It gives you more freedom to play the way you want.

Yeah I can get behind this. Like you gain better stats just like how a person in real life would get better at a particular tool the more he uses it.
